新时代我国校园足球高质量发展的现实困境与实践路径

The Realistic Challenges and Practical Paths for the High-Quality Development of Campus Football in the New Era

摘要: 新时代是我国落实《中国足球改革发展总体方案》、2030年中期目标、推进体育强国建设的关键阶段，校园足球作为深化体教融合、夯实足球人才根基的基础性工程，其高质量发展对中国足球振兴具有重要战略意义。本文立足新时代国家体育发展系统规划，紧扣新发展阶段现实要求，系统剖析当前校园足球发展面临的政策执行效能不足、体教融合协同深度不够、资源供给结构性失衡、人才培养体系存在断点、赛事育人功能发挥不充分的现实困境，进而提出健全政策执行体系、深化体教融合改革、优化资源供给结构、完善系统性人才培养、强化赛事育人功能的实践路径，为我国校园足球高质量发展提供有益参考。

Abstract: The new era is a crucial stage for China to implement the mid-term goals of the “Overall Plan for the Reform of Chinese Football” and promote the construction of a sports powerhouse. Campus football, as a fundamental project for deepening the integration of sports and education and laying a solid foundation for football talents, plays a significant strategic role in the rejuvenation of Chinese football. Based on the national sports development system planning in the new era and closely following the requirements of the new development stage, this paper systematically analyzes the current realistic challenges faced by campus football development, including insufficient policy implementation effectiveness, insufficient depth of integration between sports and education, structural imbalance in resource supply, gaps in the talent cultivation system, and insufficient realization of the educational function of competitions. Then, it proposes practical paths such as improving the policy implementation system, deepening the reform of integration between sports and education, optimizing the structure of resource supply, improving the systematic talent cultivation, and strengthening the educational function of competitions, to provide useful references for the high-quality development of campus football in China.
