盐城市Y区社区养老服务供给的问题与对策研究

Research on Problems and Countermeasures of Community Elderly Care Service Supply in Y District, Yancheng City

摘要: 社区养老作为符合我国国情的主流养老模式，其核心在于构建政府、社区、企业、非营利组织、家庭及个人多元参与的社会化服务供给体系，对缓解养老资源紧张、提升老年群体生活质量具有重要意义。然而，我国社区养老服务仍处于试点探索阶段，面临供给主体协同不足、供需匹配失衡等现实挑战。本文以江苏省盐城市Y区为研究对象，系统审视Y区社区养老服务供给现状，剖析出服务供需不匹配、资金来源单一、主体协同度低、专业人才匮乏等核心问题。同时，提出强化宣传引导、构建高效协同治理体系、构建可持续资金保障体系、构建本土化人才培养体系等优化路径，旨在为Y区社区养老服务的可持续发展提供实践参考，助力改善老年群体生活状态与生活质量。

Abstract: As a mainstream elderly care model that aligns with China’s national conditions, community-based elderly care focuses on establishing a socialized service supply system involving multiple stakeholders, including the government, communities, enterprises, non-profit organizations, families, and individuals. It plays a significant role in alleviating the shortage of elderly care resources and improving the quality of life for the elderly population. However, China’s community elderly care services remain in the pilot exploration phase, facing practical challenges such as insufficient coordination among service providers and imbalanced supply-demand mismatches. Taking Y District in Yancheng City, Jiangsu Province, as the research subject, this study systematically examines the current state of community elderly care services in Y District, identifying key issues including service-supply mismatches, limited funding sources, low coordination among stakeholders, and a shortage of professional talent. Meanwhile, it proposes optimization strategies such as strengthening publicity and guidance, building an efficient and coordinated governance system, establishing a sustainable financial support system, and developing a localized talent training system. These measures aim to provide practical references for the sustainable development of community elderly care services in Y District and contribute to improving the living conditions and quality of life for the elderly.
