注意力分配视角下H市“天府旅游名县”建设存在问题与优化路径研究

Research on Issues and Optimisation Pathways for the Development of H County as a “Tianfu Tourism Model County” from the Perspective of Attention Allocation

摘要: “天府旅游名县”作为全域旅游发展“四川模式”的核心载体，对推动县域文化和旅游业高质量发展、实现文旅资源优势向发展优势转化具有重要意义。为助力H市(县级市)持续推进“天府旅游名县”建设、做大做强文化和旅游业、加快文旅强市建设步伐，文章以注意力分配为核心视角，系统探究H市“天府旅游名县”创建的实践成效、存在问题、深层成因及优化路径。研究旨在通过优化注意力配置，破解文旅发展中的现实难题，为H市进一步提升文旅发展质量、夯实文旅产业提供实操方案，同时为同类县域推进天府旅游名县建设提供参考。

Abstract: The “Tianfu Tourism Model County” initiative, as the core vehicle for the “Sichuan Model” of all-for-one tourism development, holds significant importance in driving high-quality development of county-level cultural and tourism industries and transforming cultural and tourism resource advantages into developmental strengths. To support County H in advancing its “Tianfu Tourism Model County” initiative, expanding its cultural and tourism sectors, and accelerating its development as a cultural and tourism powerhouse, this article adopts a core perspective of attention allocation. It systematically examines the practical outcomes, existing challenges, underlying causes, and optimisation pathways of County H’s “Tianfu Tourism Model County” endeavours. The research aims to resolve practical challenges in cultural and tourism development by optimising attention allocation. It provides actionable solutions for H County to enhance the quality of its cultural and tourism development and consolidate its cultural and tourism industries, while also offering reference for similar counties advancing their Tianfu Tourism Model County initiatives.
