《法治宣传教育法》中青少年法治宣传教育的立法价值与实践方略

The Legislative Value and Practical Strategies of Rule of Law Publicity and Education for Youth in the Law on Publicity and Education on the Rule of Law

摘要: 《中华人民共和国法治宣传教育法》中明确规定了青少年法治宣传教育的相关内容，为新时代青少年法治教育提供了明确的法律依据与行动指南。本文以《法治宣传教育法》第四章为核心研究对象，首先对其进行内容解析，明确青少年法治宣传教育的核心目标、责任主体与实践导向；其次从青少年健康成长、社会治理现代化和法治中国建设三个维度分析其立法价值；最后结合当前青少年法治教育的实践困境，从压实普法主体责任、完善多元保障机制和健全监督考核体系三个方面提出既贴合立法精神又可操作的实践方略。本文强调落实青少年法治宣传教育立法要求的重要意义，为新时代青少年法治教育高质量发展提供理论支撑与实践参考。

Abstract: The Law of the People’s Republic of China on Publicity and Education on the Rule of Law explicitly stipulates provisions concerning rule of law publicity and education for youth, providing a clear legal basis and action guide for youth rule of law education in the new era. Taking Chapter IV of the Law on Publicity and Education on the Rule of Law as the core research object, this article first conducts a content analysis to clarify the core objectives, responsible entities, and practical orientations of youth rule of law publicity and education. Second, it analyzes the legislative value from three dimensions: healthy growth of youth, modernization of social governance, and the advancement of the rule of law in China. Finally, in light of the practical dilemmas currently facing youth rule of law education, it proposes actionable strategies aligned with the legislative spirit from three aspects: reinforcing the primary responsibility of legal publicity, improving diversified safeguard mechanisms, and refining supervision and assessment systems. This article underscores the significance of implementing legislative requirements for youth rule of law publicity and education, offering theoretical support and practical reference for the high-quality development of youth rule of law education in the new era.
