灵活用工模式下劳动者社保权益缺失问题探究
An Exploration of the Lack of Social Security Rights for Workers under the Flexible Employment Model
摘要: 随着数字经济发展,灵活用工已成为劳动力市场重要组成部分,但劳动者社保权益缺失问题突出。本文以灵活用工劳动者社保权益为研究对象,界定相关核心概念,分析其参保率低、险种缺失、转移接续难、待遇偏低等问题及深层原因,提出创新劳动关系认定、构建差异化缴费体系、健全转移衔接机制等对策,助力破解保障困境,推动灵活用工规范化发展。
Abstract: With the development of the digital economy, flexible employment has become an important part of the labor market. However, the problem of insufficient social security rights and interests for workers is prominent. This paper takes the social security rights and interests of flexibly employed workers as the research object, defines relevant core concepts, analyzes problems such as low insurance participation rate, inadequate coverage of insurance types, difficulties in transfer and continuation, and low benefit levels as well as their deep-seated causes. It puts forward countermeasures including innovating labor relation identification, constructing a differentiated contribution system, and improving the transfer and connection mechanism, so as to help solve the dilemma of social security protection and promote the standardized development of flexible employment.
