论新时代提高大城市社区服务能力——以重庆市N社区为例

On Enhancing the Service Capacity of Urban Communities in the New Era—A Case Study of N Community in Chongqing

摘要: 社区作为城市治理体系的基本单元，筑牢社区治理基础是我国国家治理体系的重要优势，推进社区治理现代化更是基层建设的基础性工作。研究发现，当前我国社区治理已形成较为完备的政策框架和运行体系，但在实践中仍面临权责配置不清、多元主体协同不足、服务供给与需求错位等挑战，导致制度优势向治理效能的转化受阻。研究围绕提升社区治理效能、实现社区治理高质量发展这一目标，从协同、服务、支撑、评估四大维度，提出系统性的社区治理建设路径。

Abstract: As the fundamental unit of the urban governance system, the community serves as a pivotal advantage of China’s national governance system in consolidating the foundation of community governance. Advancing the modernization of community governance is a foundational task in grassroots development. Research indicates that a relatively comprehensive policy framework and operational system for community governance has been established in China. However, practical implementation still confronts challenges including ambiguous allocation of powers and responsibilities, insufficient collaboration among multiple stakeholders, and a mismatch between service supply and demand, which impede the translation of institutional advantages into governance efficacy. Centered on the objectives of enhancing community governance efficacy and achieving high-quality development of community governance, this study proposes a systematic pathway for community governance construction from four dimensions: coordination, service, support and evaluation.
