人口老龄化背景下我国养老服务质量保障研究

Research on the Quality Guarantee of Elderly Care Services in China under the Background of Population Aging

摘要: 我国人口老龄化进程呈加速态势，老年人口规模持续扩大、结构不断变化，养老服务需求呈现出多元化、专业化、个性化的显著特征。养老服务质量保障作为积极应对人口老龄化的核心抓手，是维护老年人合法权益、提升老年群体生活品质的重要支撑。本文结合我国养老服务发展实践与相关政策文件，分析人口老龄化背景下养老服务质量保障的现实动因与政策依据，梳理当前我国养老服务质量保障在政策体系、供给格局、监管实践等方面的发展现状，剖析其在标准体系、人才建设、监管效能、供需匹配等维度存在的突出问题，最终从健全标准体系、强化人才支撑、完善监管机制、优化供给结构等方面提出针对性完善路径，旨在推动我国养老服务质量保障体系提质增效，助力养老服务高质量发展。

Abstract: China’s population aging is accelerating, with the continuous expansion of the elderly population scale and constant structural changes, and the demand for elderly care services has shown prominent characteristics of diversification, specialization and individuation. As a core measure to actively respond to population aging, the quality guarantee of elderly care services is an important support for safeguarding the legitimate rights and interests of the elderly and improving the quality of life of the elderly group. Combining with the development practice of China’s elderly care services and relevant policy documents, this paper analyzes the practical motivations and policy basis for the quality guarantee of elderly care services under the background of population aging, sorts out the current development status of China’s elderly care service quality guarantee in terms of policy system, supply pattern and regulatory practice, and probes into the prominent problems existing in such dimensions as standard system, talent development, regulatory efficiency and supply-demand matching. Finally, it puts forward targeted improvement paths from the aspects of improving the standard system, strengthening talent support, perfecting the regulatory mechanism and optimizing the supply structure, aiming to promote the quality and efficiency of China’s elderly care service quality guarantee system and boost the high-quality development of elderly care services.
