银发经济与“一老一小”社区建设的双向赋能：逻辑机制与优化路径

Two-Way Empowerment between the Silver Economy and “Elderly and Children” Community Construction: Logical Mechanisms and Optimization Paths

摘要: 在我国少子老龄化加速的背景下，银发经济与“一老一小”社区建设呈现双向赋能、良性循环的内在逻辑。银发经济为社区建设提供资金、人力、技术等要素支撑，推动养老托育服务模式创新；社区建设则为银发经济供给精准需求数据、真实应用场景、社区信任基础及政策红利，从供需两侧优化产业发展生态。本文基于银发经济与“一老一小”社区建设的发展分析双向赋能的内在逻辑与优化路径，提出强化多元主体协同、建立需求动态摸排机制、鼓励社区场景验证、创新老幼共享空间规划四条优化路径，旨在构建“社区赋能产业、产业反哺社区”的可持续发展范式，实现双向共赢发展，为积极应对我国人口老龄化、培育经济新增长点、推进全龄友好社会建设提供理论与实践参考。

Abstract: Against the backdrop of accelerating low fertility and population aging in China, the silver economy and “elderly and children” community construction exhibit an inherent logic of two-way empowerment and virtuous cycle. The silver economy provides factor support such as capital, human resources, and technology for community construction, driving the innovation of elderly care and childcare service models. In turn, community construction supplies the silver economy with precise demand data, real application scenarios, community trust foundations, and policy dividends, optimizing the industrial development ecosystem from both supply and demand sides. Based on the development of the silver economy and “elderly and children” community construction, this paper analyzes the inherent logic and optimization paths of two-way empowerment, and proposes four optimization paths: strengthening multi-stakeholder collaboration, establishing a dynamic demand investigation mechanism, encouraging community scenario verification, and innovating the planning of shared spaces for the elderly and children. It aims to build a sustainable development paradigm of “community empowers industry, industry feeds back to community”, realize two-way win-win development, and provide theoretical and practical references for actively responding to China's population aging, fostering new economic growth points, and advancing the construction of an age-friendly society.
