养老诈骗视角下我国养老保障与服务体系完善路径研究

A Study on the Improvement Path of China’s Elderly Care Security and Service System from the Perspective of Elderly Care Fraud

摘要: 深度老龄化背景下，养老诈骗频发已成为侵害老年群体权益、扰乱养老民生秩序的突出问题，其根源并非单纯的违法犯罪行为，而是现有养老保障体系存在结构性短板、养老服务供给与监管缺位、城乡养老发展不均衡共同催生的治理难题。养老保障薄弱会放大老年群体经济焦虑与受骗风险，养老服务不规范则为不法分子提供了作案空间，唯有以源头治理为核心，将反诈治理与养老保障、养老服务体系完善深度融合，通过健全多层次养老保障网、规范养老服务供给与全流程监管、补齐农村养老兜底短板、强化养老领域法治与数字安全保障，才能从根本上压缩养老诈骗生存空间，实现养老诈骗长效防控与老年民生保障提质的双向突破，筑牢老龄社会安全与民生底线。

Abstract: Against the backdrop of a deeply aging society, the frequent occurrence of pension fraud has become a prominent issue that infringes upon the rights and interests of the elderly and disrupts the order of elderly care and livelihood. Its root causes extend beyond mere criminal acts; it is a governance challenge arising from structural deficiencies in the existing elderly care system, inadequate service supply and supervision, and uneven development between urban and rural elderly care. Weak elderly care security exacerbates the economic anxiety of the elderly and increases their risk of fraud, while substandard elderly care services provide opportunities for criminals. Only by prioritizing source governance and deeply integrating anti-fraud efforts with the improvement of elderly care security and service systems—through establishing a robust multi-tiered elderly care safety net, standardizing service supply and comprehensive oversight, addressing shortcomings in rural elderly care, and strengthening legal and digital security in the elderly care sector—can we fundamentally eliminate the breeding ground for pension fraud. This approach will achieve a dual breakthrough in long-term fraud prevention and the enhancement of elderly care quality, thereby securing the safety and livelihood of an aging society.
