老龄化背景下社区适老化改造的困境与完善路径研究——以加装电梯为视角
A Study on the Challenges and Improvement Strategies for Age-Friendly Community Renovations in the Context of an Aging Population—A Focus on Elevator Installation
摘要: 既有住宅加装电梯是社区适老化改造的关键举措，但在推进中面临居民利益协调难、资金筹措与后期运维难、政策执行梗阻多等现实困境。深层成因在于社区能力建设不足，资源整合与专业支持欠缺，同时司法实践对相邻权纠纷存在容忍义务的僵化适用。破解路径应完善基层协商机制，优化政策供给并推行并联审批，创新投融资模式并建立全周期管理机制。加装电梯既是硬件改造，更是对社区治理能力的考验，需将居民自治与政府引导、短期建设与长效管理有机结合，方能实现老年人有尊严的“原居安老”。
Abstract: The installation of elevators in existing residential buildings is a key aging-friendly renovation initiative, but faces challenges in coordinating residents’ interests, financing, maintenance, and policy implementation. The underlying causes include insufficient community capacity and rigid legal application regarding neighboring rights. Solutions involve improving grassroots consultation, optimizing policy supply, and establishing full-cycle management mechanisms. Elevator installation tests community governance and requires integrating resident autonomy with government guidance to enable older adults to age in place with dignity.
