数字技术赋能养老服务的现实困境与优化路径

The Realistic Dilemmas and Optimization Paths of Digital Technology-Enabled Elderly Care Services

摘要: 在人口老龄化与数字经济深度融合的背景下，数字技术被视为破解养老资源短缺、提升服务效率的核心突破口。然而，当前技术赋能养老服务的实践过程中，仍面临着一系列深层次的痛点与挑战。本研究聚焦技术应用这一核心维度，系统剖析了当前智慧养老实践中的核心问题，研究发现，老年群体的数字鸿沟、技术与服务的脱节、数据治理的瓶颈以及技术应用的伦理困境，共同构成了技术赋能的主要障碍。为此，本研究提出，应通过推进适老化改造弥合数字鸿沟、坚持服务导向推动技术与业务深度融合、健全数据治理体系保障隐私安全、完善伦理规范构建有温度的技术应用体系，从而推动数字技术真正赋能养老服务，实现智慧养老的精准化落地。

Abstract: Against the backdrop of the in-depth integration of population aging and the digital economy, digital technology is regarded as a core breakthrough to address the shortage of elderly care resources and improve service efficiency. However, in the current practice of technology-enabled elderly care services, a series of in-depth pain points and challenges still remain. Focusing on the core dimension of technology application, this study systematically analyzes the core issues in the current practice of smart elderly care. The study finds that the digital divide among the elderly population, the disconnection between technology and services, the bottlenecks in data governance, and the ethical dilemmas of technology application together constitute the main obstacles to technology empowerment. To this end, this study proposes that we should bridge the digital divide by advancing aging-friendly modifications, adhere to a service-oriented approach to promote the in-depth integration of technology and business, improve the data governance system to protect privacy and security, and refine ethical norms to build a people-centered technology application system. In this way, we can drive digital technology to truly empower elderly care services and achieve the precise implementation of smart elderly care.
