药品信息化追溯体系建设在零售药店应用的可行性分析与推进路径研究
Feasibility Analysis and Promotion Path Research on the Application of Drug Information Traceability System Construction in Retail Pharmacies
摘要: 药品信息化追溯体系是实现药品全程“来源可查、去向可追、责任可究”的关键。零售药店作为关键末梢,面临多码并存、设备与人力成本增加、消费者参与不足等挑战。通过借鉴国外模式及国内试点经验,推进零售药店药品追溯需多措并举:一是推进协同治理,统一标准,打破信息孤岛;二是利用人工智能、物联网等新技术降低应用门槛与操作成本;三是建立合理的成本分担与激励补贴机制,调动药店、消费者积极性;四是强化企业主体责任,推动社会共治。在政策驱动、技术成熟、共识增强的背景下,尽管挑战犹存,但药品信息化追溯在零售药店的深入应用具备充分可行性,将成为提升药品安全治理能力、优化药店运营、保障公众用药安全的必然趋势。
Abstract: The drug information traceability system is the key to realize the “source can be traced, whereabouts can be traced, responsibility can be investigated” in the whole process of drugs. As a key peripheral, retail pharmacies face challenges such as multi-code coexistence, increased equipment and labor costs, and insufficient consumer participation. By drawing on foreign models and domestic pilot experience, it is necessary to take multiple measures to promote drug traceability in retail pharmacies: First, promote collaborative governance, unify standards, and break information silos; the second is to use new technologies such as artificial intelligence and the Internet of Things to reduce application thresholds and operating costs; third, establish a reasonable cost sharing and incentive subsidy mechanism to mobilize the enthusiasm of pharmacies and consumers; fourth, strengthen the main responsibility of enterprises and promote social co-governance. Under the background of policy-driven, mature technology and enhanced consensus, although challenges still exist, the in-depth application of drug information traceability in retail pharmacies is fully feasible, which will become an inevitable trend to improve the ability of drug safety management, optimize the operation of pharmacies and ensure the safety of public medication.
