数据要素市场化背景下技术经理人的能力缺口与协同赋能路径研究
Research on the Capability Gaps of Technology Managers and Collaborative Enabling Pathways in the Context of Data Factor Marketization
摘要: 在数据成为关键生产要素的新时代,数据知识产权的创造、确权、运营与转化已成为科技成果转化的新前沿。技术经理人作为创新链与产业链的纽带,其传统的能力结构与服务模式正面临数据要素市场化带来的深刻挑战。在数据驱动创新的新范式下,技术经理人正从传统的“技术中介”向“数据知识产权运营专家”转型。本研究系统剖析了技术经理人在转型过程中存在的核心能力缺口。进而,创新性地提出“制度–知识–市场”三维协同赋能框架,旨在推动技术经理人队伍的职能重构与能力建设,为相关政策的制定与从业者发展提供理论依据与实践路径。
Abstract: In the new era where data has become a key factor of production, the creation, confirmation, operation, and the commercialization of data intellectual property have emerged as a new frontier in the transformation of scientific and technological achievements. As the crucial link between the innovation chain and the industrial chain, technology managers are facing profound challenges brought by data factor marketization, which their traditional competence structures and service models are ill-equipped to handle. Driven by this new paradigm of data-driven innovation, technology managers are transitioning from their traditional role as “technology intermediaries” to becoming “data intellectual property operation specialists”. This study systematically analyzes the core competency gaps that exist during this transformation process. Furthermore, it innovatively proposes a “institutional-knowledge-market” three-dimensional collaborative enabling framework. This framework aims to facilitate the functional reconstruction and capacity building of the technology manager workforce, providing both a theoretical foundation and practical pathways for relevant policy formulation and practitioner development.
