数据推动超大城市基层系统风险协同治理机制研究

Data-Driven Research on the Collaborative Governance Mechanism for Systemic Risks at the Grassroots Level of Megacities

摘要: 数据作为第五大生产要素，为破解超大城市基层系统风险治理困境、构建多元协同治理机制提供了优化路径。本文基于协同治理理论，界定数据推动超大城市基层系统风险协同治理的核心特征与内在逻辑，从价值认同、主体协同、技术协同、制度协同四个维度探讨数据驱动的协同治理机制，为提升超大城市基层系统风险治理效能、推进基层治理体系和治理能力现代化提供理论支撑与实践策略。

Abstract: Data, as the fifth major production factor, provides an optimized path for resolving the dilemma of risk governance in the grassroots systems of megacities and for establishing a multi-party collaborative governance mechanism. Based on the theory of collaborative governance, this paper defines the core characteristics and internal logic of data-driven collaborative governance of the grassroots systems in megacities, and explores the collaborative governance mechanism driven by data from four dimensions: value recognition, entity collaboration, technical collaboration, and institutional collaboration. It provides theoretical support and practical strategies for enhancing the efficiency of risk governance in the grassroots systems of megacities and promoting the modernization of the grassroots governance system and governance capabilities.
