乡村振兴背景下农村养老服务体系建设路径探析

Analysis on the Construction Pathways of Rural Elderly Care Service System under the Background of Rural Revitalization

摘要: 在乡村振兴战略和人口老龄化双重背景下，农村养老问题成为社会发展的重大命题。本文聚焦农村养老问题，探讨其服务体系建设的实践路径。首先明确该体系的内涵，并从马克思主义社会保障思想和乡村振兴战略三个方面分析建设该体系的理论基础。其次，从经济基础薄弱、农村养老政策欠缺、人才队伍供给不足和传统文化观念束缚四个方面探讨了农村养老服务体系建设的现实困境，最后提出相对应的实践路径。

Abstract: Against the dual background of the rural revitalization strategy and population aging, the issue of rural elderly care has become a major societal concern. This paper focuses on the challenges of rural elderly care and explores the practical pathways for constructing its service system. It begins by clarifying the connotation of this system and analyzes its theoretical foundations from two perspectives: Marxist social security theory and the rural revitalization strategy. Subsequently, it examines the practical dilemmas in the construction of the rural elderly care service system from four aspects: weak economic foundation, deficiencies in rural elderly care policies, insufficient supply of talent, and constraints imposed by traditional cultural norms. Finally, corresponding practical pathways are proposed accordingly.
