成都老旧小区改造政策实施过程中居民参与困境与提升路径研究

Research on Participation Challenges and Enhancement Strategies in Chengdu’s Old Residential Area Renovation Policy Implementation

摘要: 老旧小区改造是城市更新的重要民生工程，成都作为西部核心城市，在推进相关改造政策过程中面临居民参与不足等问题。本文以成都市A小区为案例，结合成都老旧小区改造政策体系，分析政策执行中居民参与存在的渠道不畅、能力不足、利益协调缺失、基层组织弱化、制度保障不完善等困境。研究提出通过构建多元化参与机制、提升居民参与能力、建立利益协调机制、强化基层组织建设及完善制度保障等路径，破解参与难题。这一研究既弥补了现有研究对西部相关问题探讨的不足，也为同类城市提升老旧小区改造中居民参与质量、推动政策高效落地提供实践参考。

Abstract: Renovating aging residential communities constitutes a vital urban renewal initiative. As a core city in western China, Chengdu faces challenges including insufficient resident participation during policy implementation. Using Chengdu’s A Community as a case study and analyzing the city’s renovation policy framework, this research identifies key barriers such as ineffective communication channels, limited resident capacity, lack of interest coordination mechanisms, weakened grassroots organizations, and inadequate institutional safeguards. The study proposes solutions including establishing diversified participation mechanisms, enhancing resident engagement capabilities, creating interest coordination systems, strengthening grassroots organizational development, and improving institutional safeguards to address participation challenges. This research not only fills gaps in existing studies on urban renewal issues in western regions but also provides practical references for similar cities to improve resident participation quality and ensure effective policy implementation in old neighborhood renovation projects.
