大漾云高速临时用地复垦验收实践优化——西南山区高速公路生态修复路径探析

Optimization of Reclamation Acceptance Practices for Temporary Land Use on the Dayangyun Expressway—Exploring Ecological Restoration Pathways for Expressways in Southwest Mountainous Areas

摘要: 作为云南西南地区交通路网重要的道路之一，大漾云高速公路建设临时用地在一定程度上对沿线生态环境造成了扰动。而临时用地复垦和生态修复验收，对于土地资源利用合理高效、保持生态安全等都有着极其重要的作用。本文根据大漾云高速临时用地复垦验收数据实际情况开展大漾云高速临时用地复垦验收实践情况调研，针对大漾云高速临时用地复垦验收中存在的问题，如技术标准不一、生态修复效果评估缺乏、长效管护制度不健全等，提出差异化标准体系构建、全生命周期生态修复技术加强、数字赋能监管、多主体共治机制健全等完善路径。为西南地区山区高速公路临时用地复垦验收实践、生态修复优化工作提供参考借鉴，助力自然资源节约集约利用、合理优化国土空间格局。

Abstract: As one of the important roads in the transportation network of southwestern Yunnan, the temporary land use for the construction of the Dayangyun Expressway has caused certain disturbances to the ecological environment along the route. The reclamation and ecological restoration acceptance of temporary land plays an extremely important role in ensuring rational and efficient utilization of land resources and maintaining ecological security. Based on the actual data from the reclamation acceptance of temporary land for the Dayangyun Expressway, this paper conducts a survey on the reclamation acceptance practices, identifying issues such as inconsistent technical standards, lack of ecological restoration effect evaluation, and inadequate long-term maintenance mechanisms. It proposes improvement measures, including the establishment of a differentiated standard system, enhancement of full-life-cycle ecological restoration technologies, digital empowerment for supervision, and the refinement of multi-stakeholder governance mechanisms. This study provides reference for the reclamation acceptance practices and ecological restoration optimization of temporary land for mountainous expressways in southwestern China, contributing to the conservation and intensive utilization of natural resources and the rational optimization of territorial spatial patterns.
