数字技术赋能背景下老年人“数字鸿沟”的弥合路径研究

Bridging the “Digital Divide” among Older Adults: A Study in the Context of Digital Technology Empowerment

摘要: 随着我国人口老龄化进程加快与数字化社会全面到来，老年群体面临的“数字鸿沟”问题日益凸显。在数字技术赋能背景下，如何帮助老年人跨越数字鸿沟、共享数字红利，已成为积极应对人口老龄化国家战略的重要议题。本文从数字鸿沟的多维形态入手，分析老年人数字鸿沟从“接入鸿沟”向“使用鸿沟”“素养鸿沟”乃至“心理鸿沟”演进的趋势，梳理当前数字技术赋能老年人数字融入的应用场景，包括AI智能体、适老化智能终端、智慧服务平台等。在此基础上，从技术适老化、能力提升、社会支持、制度保障四个维度提出弥合路径，强调构建“政府主导–社会协同–家庭反哺–技术赋能”的多元共治格局，助力老年人在数字时代实现从“数字边缘”走向“治理中心”的转变。

Abstract: With the acceleration of population aging and the comprehensive arrival of the digitalized society in China, the “digital divide” issue faced by older adults has become increasingly prominent. Under the background of digital technology empowerment, helping older adults bridge the digital divide and share the digital dividend has become a critical issue in the national strategy to actively respond to population aging. Starting from the multidimensional forms of the digital divide, this paper analyzes its evolutionary trend among older adults—from the “access divide” to the “usage divide,” “literacy divide,” and ultimately the “psychological divide”. Furthermore, it outlines the current application scenarios of digital technology empowerment for the digital inclusion of older adults, including AI agents, age-friendly smart terminals, and smart service platforms. Building on this, the paper proposes bridging pathways from four dimensions: technological age-adaptation, capability enhancement, social support, and institutional guarantee. It emphasizes the construction of a pluralistic co-governance framework characterized by “government leadership, social collaboration, family digital-feedback, and technological empowerment,” aiming to facilitate the transition of older adults from the “digital margin” to the “governance center” in the digital era.
