积极老龄化政策视角下新就业形态农民工数字素养、收入质量与养老权益保障的协同路径探析

Exploring the Synergistic Path of Digital Literacy, Income Quality, and Pension Rights Protection for Newly Employed Migrant Workers from the Perspective of Active Aging Policies

摘要: 在积极老龄化政策推进与新就业形态快速发展的双重背景下，新就业形态农民工已成为灵活就业群体的核心组成部分，其数字素养、收入质量与养老权益保障状况直接关系到积极老龄化政策落地成效与社会公平。本文采用文献研究法、案例分析法与逻辑分析法，梳理新就业形态农民工数字素养、收入质量与养老权益保障的现状，剖析三者协同发展中存在的困境及成因，重点探讨数字素养赋能收入质量、进而支撑养老权益保障的内在逻辑，最终提出推动三者协同提升的针对性路径。研究表明，数字素养不足制约收入质量提升，收入质量偏低又限制养老权益保障能力，二者形成恶性循环；需通过个体赋能、政策优化、社会协同，破解协同发展困境。本研究丰富了积极老龄化与新就业形态的交叉研究，为完善新就业形态农民工养老权益保障、推动积极老龄化政策落地提供实践参考。

Abstract: Against the dual backdrop of advancing active aging policies and the rapid development of new forms of employment, newly employed migrant workers have become a core component of the flexible workforce. Their levels of digital literacy, income quality, and protection of pension rights directly impact the effectiveness of implementing active aging policies and social equity. This paper employs literature review, case analysis, and logical analysis to examine the current situation regarding the digital literacy, income quality, and pension rights protection of newly employed migrant workers. It analyzes the challenges and underlying causes hindering their synergistic development. The study focuses on exploring the internal logic of how digital literacy enhances income quality, which in turn supports pension rights protection. Finally, it proposes targeted pathways to promote the synergistic improvement of these three aspects. The research indicates that insufficient digital literacy constrains income quality improvement, while low income quality limits the capacity to secure pension rights protection, creating a vicious cycle. Addressing this requires individual empowerment, policy optimization, and social collaboration to overcome the challenges of synergistic development. This study enriches the interdisciplinary research on active aging and new forms of employment, providing practical references for improving pension rights protection for newly employed migrant workers and promoting the implementation of active aging policies.
