Productive Aging: Pathways to Social Participation among Older Adults in the Context of Active Aging

摘要: 在积极老龄化战略背景下，老年人社会参与成为当今社会面临的重要议题。当前我国已进入中度老龄化阶段，然而老年人社会参与仍存在法律基础薄弱、支持环境缺位、能力支撑不足等核心问题，严重制约着老有所为社会的发展。据此，探索以法治赋权筑牢根基、以环境适配破除壁垒、以教育赋能激活内生动力的三维建构路径，致力于构建起权利可主张、支持可感知、能力可生长的全周期社会参与生态，服务国家战略发展大局。

Abstract: Against the backdrop of the active aging strategy, social participation among older adults has become a critical issue in contemporary society. As China has now entered a stage of moderate aging, the social engagement of older adults continues to face major challenges, including a weak legal foundation, lack of supportive environments, and insufficient capacity building—factors that severely hinder the development of a society that enables productive aging. In response, this study explores a three-dimensional pathway comprising legal empowerment to consolidate the foundation, environmental adaptation to remove participation barriers, and educational support to stimulate endogenous motivation. The aim is to establish a full-cycle ecosystem for social participation in which rights are enforceable, support is tangible, and capabilities can be cultivated—so as to contribute to the broader national strategic development agenda.
