城市社区居家养老服务供给的“碎片化”困境与整体性治理策略

The Fragmentation Dilemma in Urban Community Home-Based Care Supply and Holistic Governance Strategies

摘要: 随着我国人口老龄化进程持续加速，城市社区居家养老作为“9073”养老服务格局的核心组成部分，已成为应对老龄化挑战的关键抓手。然而，当前我国城市社区居家养老服务供给呈现出明显的“碎片化”特征，在主体、资源、信息、内容四个维度存在突出困境，严重制约了养老服务质量与效率的提升，难以满足老年人多元化、综合化的养老需求。本文基于整体性治理理论，从体制、机制、资源、需求四个层面剖析“碎片化”困境的成因，进而提出理念、结构、资源、信息四大整合路径，为破解城市社区居家养老服务供给难题、推进养老服务体系高质量发展提供理论参考与实践指引。

Abstract: The aging population in China is growing rapidly. Urban community home-based care is a core part of the “9073” elderly care model. It is seen as a key solution to the challenges of an aging society. However, problems exist in the current service supply. Fragmentation is obvious in four areas: service providers, resources, information, and service types. These problems limit the quality and efficiency of elderly care. The diverse needs of the elderly are not fully met. This study uses holistic governance theory to analyze the issue. Causes of fragmentation are explored from four angles: systems, mechanisms, resources, and needs. Four integration paths are then proposed. These paths focus on ideas, structures, resources, and information. Theoretical support and practical suggestions are offered. The goal is to solve the fragmentation problem in urban community elderly care. High-quality development of the care system is promoted.
