福利多元主义视角下失独老人养老服务精准供给研究

Research on the Precise Supply of Elderly Care Services for Bereaved Parents from the Perspective of Welfare Pluralism

摘要: 随着我国人口老龄化程度持续加深，失独老人的养老服务“精准供给”已成为社会治理的核心课题。本文以福利多元主义为理论框架，剖析当前养老服务在政府、市场、社会及社区供给链条中的“传播障碍”现象。研究发现，失独老人在获取福利资源时，面临着技术层面的“数字鸿沟”、认知层面的“解码偏差”以及结构层面的“反馈失灵”等多重困境。为此，本文提出构建多维协同的精准传播路径：通过政府数据画像与信息转译实现政策触达；利用市场算法逻辑优化供需匹配；依托社区人际网络重构情感支持；通过媒介赋权提升老年人主体地位。研究旨在通过传播机制的重塑，跨越技术与情感双重鸿沟，提升养老服务的供给效能与人文关怀。

Abstract: With the deepening of population aging in China, the “precise supply” of elderly care services for bereaved parents has become a core issue in social governance. Based on the theoretical framework of welfare pluralism, this paper deeply analyzes the phenomenon of “communication obstruction” in the supply chain involving government, market, society, and community. The study finds that bereaved parents face multiple dilemmas in accessing welfare resources, including the “digital divide” at the technical level, “decoding bias” at the cognitive level, and “feedback failure” at the structural level. Therefore, this paper proposes the construction of a multi-dimensional collaborative precise communication path: achieving policy reach through government data profiling and information translation; optimizing supply-demand matching through market algorithmic logic; rebuilding emotional support by relying on community interpersonal networks; and enhancing the subjectivity of the elderly through media empowerment. The research aims to bridge the gap between technology and emotion by reshaping communication mechanisms, thereby improving the efficiency and humanistic care of elderly service supply.
