乡村振兴战略视域下农村养老服务体系建设路径研究——以安徽省为例

Research on the Construction Path of Rural Elderly Care Service System from the Perspective of Rural Revitalization Strategy—Taking Anhui Province as an Example

摘要: 由于城镇化进程加快，农村青壮年劳动力持续外流，故乡村地区人口老龄化、空巢化的态势日趋明显，又正逢养老服务体系建设尚不充分的时期，因此目前农村养老资源配置存在十分明显的结构性失衡，不能很好地满足农村老年群体多元、差异化的服务需求。因此本文以安徽省为典型样本，厘清了家庭养老功能衰退、养老资源分散化配置、专业型人才短缺、数字化建设滞后诸种主要制约因素。本文据此提出了渐进式优化的思路：创新养老服务供给模式，强化政府统筹规划职能，完善人才引育机制，提高智慧养老信息化水平，最终构建起真正契合当地实际的农村养老服务体系，也由此切实保障农村老年群体的晚年生活质量。

Abstract: Due to the accelerated urbanization process, the continuous outflow of young and middle-aged labor from rural areas has rendered the aging and empty-nest phenomena in countryside regions increasingly prominent. Compounded by the insufficient development of elderly care service systems, rural elderly care resources currently exhibit marked structural imbalances, failing to adequately satisfy the diverse and differentiated service demands of the rural senior population. Accordingly, this paper takes Anhui Province as a representative case, identifying the principal constraining factors as the declining function of family-based elderly care, fragmented allocation of care resources, shortage of professional talents, and lagging digital infrastructure construction. Based on these findings, the study proposes a gradual optimization approach: innovating the supply models of elderly care services, strengthening the government’s overall planning functions, improving talent introduction and cultivation mechanisms, and enhancing the informatization level of smart elderly care. Ultimately, this aims to construct a rural elderly care service system truly compatible with local conditions, thereby effectively safeguarding the quality of later life for rural elderly groups.
