The Dilemma and Practical Pathways of Urban-Rural Equivalence in Basic Elderly Care Services under Marxist Social Equity Theory

摘要: 马克思主义的社会公平理论阐明了以人为本的核心理论，以每个人的自由全面发展为核心价值，为实现城乡基本养老服务均等化提供了理论指导。在人口老龄化加速与城乡融合发展的时代背景下，当前我国在城乡基本养老服务均等化在制度供给、资源配置、服务质量、机会可及性等方面存在显著差异，背离了马克思主义社会公平理论的本质要求。文章以马克思主义的社会公平理论的核心内涵为基本遵循，指出推进城乡基本养老服务均等化的现实困境，提出符合我国国情的实践路径。助力实现全体老年人公平共享养老服务资源，推动共同富裕与社会正义。

Abstract: Marxist social equity theory elucidates the core principle of people-centered development, with the comprehensive freedom and development of each individual as its fundamental value, providing theoretical guidance for achieving equalization of urban and rural basic elderly care services. Against the backdrop of accelerating population aging and urban-rural integrated development, China currently faces significant disparities in institutional supply, resource allocation, service quality, and accessibility in the equalization of urban and rural basic elderly care services, deviating from the essential requirements of Marxist social equity theory. This article adheres to the core tenets of Marxist social equity theory, identifies the practical challenges in advancing the equalization of urban and rural basic elderly care services, and proposes a path of practice that aligns with China’s national conditions. It aims to facilitate equitable access to elderly care resources for all seniors and promote common prosperity and social justice.
