Key Points Analysis of Installation and Commissioning for Skid-Mounted Equipment in EPC Projects
摘要: 撬装设备的模块化特性为EPC项目带来了效率优势,但其复杂的界面也引入了特有的管理风险。本文以中东某原油储罐EPC项目为案例,从总承包商视角,系统剖析了撬装设备在交付、安装及试运阶段的管理关键点与典型问题。研究发现,问题根源集中于技术界面模糊、供应链协同不足及传统合同模式下的责任分割。针对性地,本文提出了从强化出厂前集成测试到优化采购模式的系列管控措施,并创新性地探讨了“由供应商负责撬内集成与调试”的交付模式及其合同管理要点。本研究为同类项目实现撬装设备的高效、经济管理提供了实证参考与理论框架。
Abstract: The modular nature of skid-mounted equipment brings efficiency advantages to EPC projects but also introduces unique management risks due to its complex interfaces. Taking an EPC project for an oil storage tank in Middle East Area as a case study, this paper systematically analyzes the key management points and typical problems during the delivery, installation, and commissioning phases of skid-mounted equipment from the general contractor’s perspective. The study finds that the root causes of problems are concentrated in ambiguous technical interfaces, insufficient supply chain collaboration, and responsibility fragmentation under traditional contract models. In response, this paper proposes a series of control measures ranging from strengthening pre-delivery integrated testing to optimizing procurement strategies. Furthermore, it innovatively explores a “supplier-responsible skid integration and commissioning” delivery model and its key contract management points. This research provides empirical reference and a theoretical framework for the efficient and economical management of skid-mounted equipment in similar projects.
