特色产业强基下乐陵市高质量可持续发展路径研究探析

A Study on the Path to High-Quality and Sustainable Development of Leling City under the Foundation of Strengthening Characteristic Industries

摘要: 要坚持以推进乡村全面振兴，加强改革创新能力，提升乡镇产业发展水平、产业建设水平、产业辐射水平，切实处理好人民幸福发展的问题。以场景创新推进科技创新与产业创新深度融合，以数字经济高质量发展全面赋能经济高质量发展。山东省乐陵市作为传统农业县，21世纪以来立足自身资源禀赋与产业基础，精准培育食品调味品、体育装备、五金机械、绿色化工四大主导特色产业，并以“4 + 4”现代产业体系为框架，通过科技创新、链式集聚、品牌塑造、三产融合与绿色转型，将传统优势转化为发展胜势，实现了从“农业大县”向“工业强市、特色名城”的跨越。实事求是，因地制宜打造出“影视 + 文旅”的特色乡镇发展道路，改变了乐陵市发展路径狭窄、资源利用不充分等问题，切实提高了社会整体发展水平，激活了社会发展潜力，丰富了人民的幸福生活。本次乐陵市产业特色发展也促进了社会其他相关产业发展，切实做到“一业带动，全业协同”的新局面。本文主要研究特色产业之影视文旅发展之路的探析。

Abstract: It is essential to prioritize comprehensive rural revitalization, enhance innovation capabilities, elevate industrial development standards at the township level, and effectively address issues related to people’s well-being. By fostering scenario-driven innovation, we can deepen the integration of technological and industrial advancements, thereby empowering high-quality economic growth through the digital economy. As a traditional agricultural county, Leling City in Shandong Province has leveraged its resource endowments and industrial foundations since the 21^st century to cultivate four flagship industries: food and condiments, sports equipment, hardware machinery, and green chemicals. Under the framework of its “4 + 4” modern industrial system, the city has transformed its traditional strengths into developmental advantages through technological innovation, industrial cluster development, brand building, tertiary-sector integration, and green transition, achieving a leap from being an “agricultural powerhouse” to a “strong industrial city with distinctive characteristics”. By adopting a pragmatic approach tailored to local conditions, Leling has pioneered a distinctive development model combining film and television with cultural tourism, addressing challenges such as limited development pathways and inefficient resource utilization. This strategy has significantly elevated overall social development, unlocked societal potential, and enriched residents’ quality of life. Furthermore, Leling’s specialized industrial development has stimulated growth in related sectors, realizing the vision of “one industry driving coordinated progress across all sectors.” This paper focuses on analyzing the development trajectory of film, television, and cultural tourism as a hallmark of its distinctive industries.
