数据确权的非均衡演进格局及其成因——基于M镇农村集体资产的实证考察

The Unbalanced Evolution Pattern of Data Confirmation and Its Causes—An Empirical Study Based on the Rural Collective Assets in M town

摘要: 农村集体资产数据确权是集体产权制度改革与数字乡村建设的关键环节。文章以浙江省首批数字乡村试点M镇为案例，基于深度访谈与实地调研，系统考察数据确权的实践样态，重点剖析不同类型资产在数字化进程中呈现的非均衡特征及其生成逻辑。研究表明，技术供给、制度规则、基层治理与资源保障的结构性差异，共同塑造了房屋类资产先行突破、土地及其他资产推进滞后的分化格局。对数据确权非均衡演进的研究，有益于深化对数字技术嵌入乡村治理复杂路径的把握，为理解农村集体资产数据确权的内在机理提供实践启示。

Abstract: The confirmation of rural collective assets data is a key link in the reform of collective property rights system and the construction of digital villages. Based on in-depth interviews and field research, this paper takes M Town, the first batch of digital villages in Zhejiang Province, as a case, systematically investigates the practice of data confirmation, and focuses on analyzing the unbalanced characteristics and generation logic of different types of assets in the process of digitalization. The research shows that the structural differences in technology supply, institutional rules, grass-roots governance and resource guarantee have jointly shaped the differentiation pattern of housing assets breaking through first and land and other assets lagging behind. The research on the unbalanced evolution of data confirmation is beneficial to deepen the grasp of the complex path of digital technology embedded in rural governance and provide practical enlightenment for understanding the internal mechanism of data confirmation of rural collective assets.
