民族地区国家通用语言文字推广成效与法治路径研究——以S省G州为例

Research on the Promotion Effect and Rule of Law Path of National Common Language in Ethnic Areas—Taking G State of S Province as an Example

摘要: 依法推广国家通用语言文字是促进各民族交往交流交融的基础性工程。本文以S省G州为研究对象，通过问卷调查等实证研究，结合当地语言文字法律规范的制定与实施情况，分析其在国家通用语言文字推广普及中取得的成效及面临的问题。研究发现，G州在推广进程中已取得阶段性进展，但仍存在地方立法不健全、执法推广机制与受众群体不适配、语言文字权利义务失衡等法治障碍。以2025年《国家通用语言文字法》修订为契机，本文从完善地方立法、优化推广机制、强化权利义务认知三方面入手，构建“法律保障–机制协同–群体适配”的语言文字依法治理框架，以提升G州依法推广效果，为其他民族地区提供借鉴，为各民族交往交流交融提供语言保障。

Abstract: Promoting the national common language according to law is a basic project to promote the communication and integration of all ethnic groups. This paper takes G state of S province as the research object, through empirical research such as questionnaire survey, combined with the formulation and implementation of local language legal norms, analyzes its achievements and problems in the promotion and popularization of national common language. The study found that G state has made phased progress in the promotion process, but there are still legal obstacles such as imperfect local legislation, mismatch between law enforcement promotion mechanism and audience groups, and imbalance of language rights and obligations. Taking the opportunity of the revision of the “National Common Language Law” in 2025, this paper starts from three aspects: improving local legislation, optimizing the promotion mechanism, and strengthening the cognition of rights and obligations, and constructs a framework of “legal protection-mechanism coordination-group adaptation” for the rule of law of language and characters, so as to improve the promotion effect of G state in accordance with the law, provide reference for other ethnic areas, and provide language guarantee for the communication and integration of various ethnic groups.
