新发展理念视域下跨境电商的制度型开放研究

Research on Institutional Openness of Cross-Border E-Commerce from the Perspective of the New Development Concept

摘要: 制度型开放是我国推进高水平对外开放的核心议题，也是构建新发展格局、推动高质量发展的内在要求。跨境电商作为数字经济时代国际贸易的重要形态，其健康发展亟需从传统的要素流动型开放转向更深层次的制度型开放。新发展理念与跨境电商制度型开放的内涵、逻辑与路径高度契合，为其提供了有效的理论指引。同时，新发展格局的战略要求为跨境电商制度型开放指明了方向，政府职责体系的优化也为其提供了制度保障。唯有完整、准确、全面贯彻新发展理念，才能推动跨境电商在制度型开放中实现高质量发展，为贸易强国建设注入新动能。

Abstract: Institutional opening up is the core issue for my country to promote high-level opening up to the outside world. It is also an intrinsic requirement for building a new development pattern and promoting high-quality development. As an important form of international trade in the digital economy era, cross-border e-commerce needs to shift from traditional factor flow-based openness to a deeper institutional-based openness for its healthy development. The new development concept is highly consistent with the connotation, logic and path of institutional openness of cross-border e-commerce, providing it with effective theoretical guidance. At the same time, the strategic requirements of the new development pattern have pointed out the direction for the institutional opening of cross-border e-commerce, and the optimization of the government responsibility system has also provided institutional guarantees for it. Only by completely, accurately and comprehensively implementing the new development concept can cross-border e-commerce be promoted to achieve high-quality development in institutional opening and inject new momentum into the construction of a strong trading country.
