积极老龄化视角下老年人数字鸿沟的弥合路径研究

Research on the Merging Pathways of the Digital Divide among the Elderly from the Perspective of Active Aging

摘要: 在我国深度老龄化与社会数字化转型背景下，老年数字鸿沟呈现接入、使用、知识三层递进结构，是制约积极老龄化战略落地的突出问题。该鸿沟由个体生理认知衰退、家庭数字反哺不足、市场适老化改造表面化、公共服务供给失衡等多重因素共同催生。本文以积极老龄化理论为指引，结合现实场景剖析成因与实践困境，从数字增能适配、家庭反哺与社会支持、全链条适老化改造、线上线下公共服务兜底四个维度提出精准弥合路径。研究有助于推动老年群体平等融入数字社会、共享数字发展红利，为实现有尊严、有参与、有保障的积极老龄化提供参考。

Abstract: In the context of deep aging and the digital transformation of society in our country, the digital divide among the elderly presents a three-tiered structure of access, usage, and knowledge, which is a prominent issue hindering the implementation of the active aging strategy. This digital divide is jointly caused by multiple factors such as individual physiological and cognitive decline, insufficient digital support from families, superficial market adaptation for the elderly, and imbalanced public service provision. Guided by the theory of active aging, this paper analyzes the causes and practical challenges in real scenarios and proposes precise bridging paths from four dimensions: digital empowerment adaptation, family support and social assistance, full-chain adaptation for the elderly, and offline and online public services as a fallback. The research is expected to facilitate the equal integration of the elderly into the digital society and the sharing of digital development benefits, providing a reference for achieving dignified, participatory, and guaranteed active aging.
