“校院”两级教学管理体制的改革研究——基于地方本科院校的实践与思考

Research on the Reform of the Two-Level (University-College) Teaching Management System—Based on the Practice and Reflection of Local Undergraduate Universities

摘要: 随着我国高等教育进入内涵式发展阶段，传统的高度集中的校级管理模式已难以适应高校规模扩大和办学重心下移的现实需求。校院两级教学管理体制改革成为提升高校治理水平、激发二级学院办学活力的关键举措。本研究通过深度剖析当地本科大学的教育管理的现况，全面总结出目前改革过程中遇到的问题，如权力责任的不平衡、过于严格的规章制度和落后的管理观念等关键因素。同时，我们借鉴了国内外优秀的高校管理体制改革的经验，提出理念创新、权责配置、制度设计以及队伍发展四个方面的发展对策来完善高校内部控制体系构建现代大学制度。

Abstract: As China’s higher education enters a stage of connotative development, the traditional highly centralized university-level management model can no longer meet the practical demands of expanding institutional scale and shifting the focus of educational operations downward. The reform of the university-college two-level teaching management system has become a key measure to enhance university governance capacity and stimulate the vitality of secondary colleges. This study provides an in-depth analysis of the current situation of educational management in local undergraduate universities and systematically summarizes the main problems encountered in the reform process, such as the imbalance of power and responsibility, overly rigid rules and regulations, and outdated management concepts. Drawing on the experiences of outstanding university management reforms both domestically and internationally, this paper proposes development strategies from four aspects—conceptual innovation, allocation of rights and responsibilities, institutional design, and team development—in order to improve the internal control system of universities and build a modern university system.
