数字经济背景下农村电商人才“引育留用”协同机制与一体化路径研究
Research on the Collaborative Mechanism and Integrated Path of “Attracting, Cultivating, Retaining, and Utilizing” Talents in Rural E-Commerce under the Background of the Digital Economy
摘要: 在数字经济纵深发展背景下,农村电商成为乡村振兴核心引擎,但高素质复合型人才匮乏构成关键瓶颈。本文从数字技术对人才需求结构进行重塑的内在机理入手,分析引育留用闭环协同的过程。就引进渠道窄、培育体系慢、留存环境差、使用效果低等现实问题,提出建立多元联动动态引进、产教融合精准培育、生态优化长效留存、人岗匹配效能使用的四维协同机制。进而从政策顶层设计、数字化平台生态、政企校村主体联动、乡土文化重塑四个方面来探寻一体化的实施途径,目的在于借助系统性重塑人才供应链,冲破“漏斗效应”,达成人才链同产业链、创新链的深度融合,给数字乡村创建赋予有力的智力支持。
Abstract: Against the backdrop of the in-depth development of the digital economy, rural e-commerce has become a core engine for rural revitalization. However, the scarcity of high-quality and versatile talents has emerged as a critical bottleneck. This paper starts with the intrinsic mechanism by which digital technology reshapes the talent demand structure and analyzes the closed-loop collaborative process of attracting, cultivating, retaining, and utilizing talents. In response to practical issues such as narrow channels for talent introduction, slow development of cultivation systems, poor retention environments, and low utilization effectiveness, this paper proposes a four-dimensional collaborative mechanism: multi-stakeholder dynamic introduction, industry-education integration for precise cultivation, ecological optimization for long-term retention, and person-position matching for effective utilization. Furthermore, it explores integrated implementation approaches from four aspects: top-level policy design, digital platform ecosystem, government-enterprise-university-village stakeholder linkage, and reshaping of rural culture. The aim is to break through the “funnel effect” by systematically reshaping the talent supply chain, achieve deep integration of the talent chain with the industrial and innovation chains, and provide strong intellectual support for the creation of digital villages.
