积极应对人口老龄化战略下我国银发经济高质量发展路径研究

Research on the High-Quality Development Path of China’s Silver Economy under the Active Response Strategy to Population Aging

摘要: 我国作为人口大国，过去靠着人口红利实现了快速发展，创造了斐然的成绩。经过几十年高速发展，我国迈入中度老龄化社会，这并不意味着人口红利的消失，而是意味着红利的形态正在升级，但是人口老龄化这已是我们必须面对的现实问题。近几年，国家也出台了一系列政策，从整体战略层面推动银发经济发展，这既体现了以人民为中心的发展思路，也是我国积极应对人口老龄化的制度安排。本文在梳理我国银发经济发展的理论基础与发展现状的基础上，分析其面临的主要问题，浅析高质量银发经济的中国路径。研究认为，推动银发经济高质量发展，有助于培育新的经济增长点。有效实现经济发展与人口结构变化两者的良性互动。

Abstract: As a country with a large population, China has achieved rapid development and remarkable accomplishments by leveraging its demographic dividend. After decades of rapid growth, China has entered a moderately aging society. This does not signify the disappearance of the demographic dividend, but rather its transformation and upgrading. Nevertheless, population aging is an undeniable reality we must confront. In recent years, the state has introduced a series of policies to promote the development of the silver economy at the strategic level, reflecting both a people-centered development philosophy and a proactive institutional response to population aging. This paper reviews the theoretical foundations and current development of China’s silver economy, analyzes the major challenges it faces, and explores the Chinese path toward a high-quality silver economy. The study suggests that promoting the high-quality development of the silver economy can help cultivate new drivers of economic growth, thereby fostering a positive interaction between economic development and demographic shifts.
