乡村振兴视域下人口老龄化与农村老年群体福祉提升的协同发展研究

Research on Synergistic Development of Population Aging and Rural Elderly Group Welfare Improvement from the Perspective of Rural Revitalization

摘要: 在乡村振兴战略与人口老龄化深度发展的双重背景下，提升农村老年群体福祉是攻克乡村养老困境、实现乡村全面振兴的重要举措。本文聚焦人口老龄化与老年群体福祉提升的协同发展，系统梳理了人口老龄化与老年群体福祉的现状特征，通过分析人口老龄化对农村老年福祉的影响从而揭示两者间的内在耦合性。研究发现，乡村振兴为农村老年群体福祉提升提供了产业、生态、文化等多维度支撑，但当前农村老年福祉提升仍面临诸多现实困境，如养老服务体系结构性失衡、多元主体协同机制不完善、医疗资源可及性不足、专业人才短缺等。为积极应对人口老龄化、推进乡村全面振兴、保障农村老年民生福祉，本研究立足“五维振兴”体系，将产业振兴、人才振兴、文化振兴、生态振兴与组织振兴作为剖析重点，从农村产业、公共服务、社会治理等维度深入探索人口老龄化与农村老年群体福祉协同发展，诸如，通过健全多层次养老服务体系、强化医养结合与基层卫生服务、构建多元主体协同治理格局、推动银发经济与乡村产业融合、完善政策保障机制等途径，探索人口老龄化与农村老年群体福祉提升的协同发展实践路径，最终为提升农村老年群体福祉提供理论支撑。

Abstract: Against the dual backdrop of rural revitalization strategies and deepening population aging, enhancing the well-being of elderly populations in rural areas serves as a critical measure to address rural elderly care challenges and achieve comprehensive rural revitalization. This study focuses on the synergistic development between population aging and elderly welfare improvement, systematically analyzing current characteristics of population aging and elderly welfare. By examining the impact of population aging on rural elderly welfare, it reveals inherent interdependencies between these two dimensions. Research findings indicate that rural revitalization provides multidimensional support for elderly welfare enhancement through industrial, ecological, and cultural dimensions. However, current rural elderly welfare improvement still faces practical challenges including structural imbalances in elderly care service systems, inadequate multi-stakeholder collaboration mechanisms, limited accessibility to medical resources, and professional talent shortages. To proactively address population aging, advance rural revitalization, and safeguard rural elderly livelihoods, this study adopts the “Five-Dimensional Revitalization” framework, focusing on industrial revitalization, talent development, cultural revitalization, ecological conservation, and organizational empowerment. Through dimensions such as rural industries, public services, and social governance, it explores synergistic development pathways between population aging and rural elderly welfare. Practical approaches include establishing multi-tiered elderly care service systems, strengthening integrated medical-care services and grassroots healthcare infrastructure, fostering multi-stakeholder collaborative governance models, promoting silver economy integration with rural industries, and improving policy support mechanisms. These efforts aim to provide theoretical foundations for enhancing rural elderly welfare through coordinated development strategies.
