社会资本视角下居民参与社区治理的路径研究

A Study on the Pathways for Residents’ Participation in Community Governance from a Perspective of Social Capital

摘要: 社区治理是国家治理的重要基础单元，是基层治理体系研究的重要构成部分。社区治理的过程中，居民是不可或缺的核心要素，他们扮演着重要的角色，而居民参与作为社区治理现代化的核心环节，也是夯实基层社会治理根基、构建共建共治共享社会治理格局的关键支撑。本文基于社会资本理论视角，通过从社会信任、规范体系、关系网络三大核心维度分析当前居民参与社区治理的现实困境，探究社会资本对居民参与行为的影响机理，进而从培育社会信任、完善参与规范、搭建多元关系网络等方面提出优化居民参与社区治理的实践路径，以期提高社区治理中的居民参与度，推动社区治理发展。

Abstract: Community governance is an essential foundational unit of national governance and an important component of research on grassroots governance systems. In the process of community governance, residents are an indispensable core element, playing a crucial role. Resident participation, as a key aspect of modernizing community governance, is also a critical support for solidifying the foundations of grassroots social governance and building a collaborative, co-governed, and shared social governance framework. This paper, based on the perspective of social capital theory, analyzes the current practical challenges of resident participation in community governance through three core dimensions: social trust, normative systems, and relational networks. It explores the impact mechanisms of social capital on resident participation behavior, and then proposes practical paths to optimize resident participation in community governance, such as fostering social trust, improving participation norms, and establishing diverse relational networks. The aim is to enhance resident participation in community governance and promote the development of community governance.
