“一证式管理”背景下排污许可证质量问题分析

Analysis of Quality Issues in Pollutant Discharge Permits under the “Single-Permit Management” System

摘要: 排污许可制是固定污染源环境监管的核心制度，“一证式管理”的深入推进对排污许可证质量提出了更高的要求。本文以云南省排污许可证质量为研究对象，系统分析了云南省排污许可证的分布现状，聚焦“降级管理、遗漏主要排放口、污染物排放标准及限值错误、许可排放量错误”等四类重点质量问题展开剖析，并结合实践经验提出对策建议。以期为推动排污许可提质增效、完善固定污染源全周期监管提供参考。

Abstract: The pollutant discharge permit system is the cornerstone of environmental regulation for stationary pollution sources, and the continued advancement of “one-permit management” has placed higher demands on the quality of pollutant discharge permits. This paper examines the quality of emission permits in Yunnan Province. It systematically analyzes the current distribution of these permits and focuses on four key quality issues: downgraded management, omission of major discharge outlets, errors in pollutant emission standards and limits, and errors in permitted emission quantities. Based on practical experience, the paper proposes corresponding countermeasures and recommendations. The aim is to provide a reference for improving the quality and efficiency of the emission permit system and for enhancing the full-cycle supervision of fixed pollution sources.
