积极老龄化视域下农村养老服务体系优化研究

Research on the Optimization of Rural Elderly Care Service System from the Perspective of Active Aging

摘要: 随着农村劳动力的外流，农村人口老龄化和空巢化问题日益严重。由于农村没有建立起科学合理的养老服务体系，导致养老资源配置失衡，不能满足农村老年人的养老服务需求，是落实积极应对人口老龄化国家战略的核心难点。本文以世界卫生组织提出的“积极老龄化”概念为分析视域，分析我国农村养老服务体系的运行现状与适配性困境，并基于此从资源供给、健康服务、社会参与三个维度，提出农村养老服务体系的优化路径，以期为推动积极老龄化理念在农村落地、完善农村养老服务体系、衔接乡村振兴战略提供理论参考与实践指引。

Abstract: Against the backdrop of rural labor outflow, the issues of population aging and empty-nest households in rural areas have grown increasingly acute. The absence of a scientific and rational elderly care service system in rural regions has led to imbalanced allocation of elderly care resources, which fails to meet the care service demands of rural seniors. This is the core challenge in implementing the national strategy of actively addressing population aging. Drawing on the concept of “Active Aging” put forward by the World Health Organization as its analytical lens, this paper examines the current operational status and adaptability dilemmas of China’s rural elderly care service system. Based on this analysis, it proposes optimization pathways for the rural elderly care service system from three dimensions: resource supply, health services, and social participation. The aim is to provide theoretical references and practical guidance for advancing the localization of the active aging concept in rural areas, improving the rural elderly care service system, and aligning with the rural revitalization strategy.
