Governance Logic of Rural Population Aging—Based on Marxist Thought on Urban-Rural Integration

摘要: 在中国式现代化的宏大背景下，农村人口老龄化已成为关乎乡村振兴、民生保障和社会稳定的关键议题。本文以马克思主义城乡融合思想为核心理论框架，系统阐释该思想中统筹协调、公平正义和人的全面发展的核心内涵，论证其对破解城乡发展不均衡引发的农村养老资源配置失衡问题的独特解释力和实践指导价值。文章构建“理论遵循–现实困境–治理路径”的完整分析框架，结合真实数据与典型案例剖析农村人口老龄化的现实困境及成因，将宏观治理倡议转化为可操作的政策建议，为有效应对农村人口老龄化、推进农村养老服务体系完善提供理论支撑与实践指引。

Abstract: Against the grand backdrop of Chinese-style modernization, rural population aging has become a critical issue bearing on rural revitalization, livelihood security and social stability. Taking Marxist thought on urban-rural integration as its core theoretical framework, this paper systematically elaborates the core connotations of overall coordination, fairness and justice, and the all-round development of human beings embodied in this thought, and demonstrates its unique explanatory power and practical guiding significance for resolving the imbalance in rural elderly care resource allocation caused by uncoordinated urban-rural development. The study constructs a complete analytical framework of “theoretical guidance-realistic dilemmas-governance paths”, analyzes the practical dilemmas and contributing factors of rural population aging with authentic data and typical cases, and translates macro governance propositions into operable policy suggestions. It thus provides theoretical support and practical guidance for effectively responding to rural population aging and improving the rural elderly care service system.
