A Study on the Functional Positioning and Practice Pathways of Social Work in Embedded Elderly Care Models

摘要: 本文聚焦嵌入式养老模式下社会工作的功能定位与实践路径，探讨其在应对老龄化社会中软性服务需求方面的角色。社会工作在嵌入式养老中具有微观、中观和宏观三重功能，分别体现为需求翻译者与情感守护者、资源编织者与网络构建者以及理念倡导者与制度缓冲带。通过时间、空间和社会三维路径实现服务的全流程、全链条与多元协同介入。同时，本文分析了当前社会工作在实践中存在的专业、制度与文化困境，并提出优化方向。研究旨在厘清社会工作在嵌入式养老中的核心作用，提升养老服务的综合质量。

Abstract: This paper focuses on the functional positioning and practical pathways of social work within embedded elderly care models, exploring its role in addressing soft service needs within an aging society. Social work fulfills three-tiered functions—micro, meso, and macro—manifesting as a needs translator, resource weaver, and concept advocate within embedded care. It achieves comprehensive, end-to-end service delivery and multi-faceted collaborative intervention through three-dimensional pathways: temporal, spatial, and social. Simultaneously, this paper analyzes the professional, institutional, and cultural challenges currently faced by social work in practice and proposes directions for optimization. The research aims to clarify the core role of social work within embedded eldercare and enhance the overall quality of eldercare services.
