康养融合发展的全球经验与中国路径

Global Experiences and China’s Path for Integrated Wellness and Elderly Care Development

摘要: 在全球人口老龄化持续加深的背景下，康养产业的融合发展已成为提升老年生活质量、推动区域经济社会可持续发展的重要战略选择。本文系统梳理了欧盟、日本、瑞士、美国等发达国家和地区在康养政策法规、产业规划布局、异地养老支持、人才培养机制及消费市场培育等方面的典型经验，构建了“政策协同–产业融合–人才支撑–消费引导”四位一体的分析框架。在此基础上，结合中国京津冀、四川等地区的实践探索，提出了推动康养资源整合、标准共建、市场共育的系统路径。研究表明，中国各地应立足自身资源禀赋，借鉴国际经验，构建具有区域特色的康养融合发展模式，为健康中国战略提供有力支撑。

Abstract: Against the backdrop of accelerating global population aging, the integrated development of wellness and elderly care industries has become a critical strategic choice for improving the quality of life of older adults and promoting sustainable regional economic and social development. This paper systematically examines typical experiences from developed countries and regions including the European Union, Japan, Switzerland, and the United States in areas such as wellness and elderly care policies and regulations, industrial planning and layout, cross-regional elderly care support, talent cultivation mechanisms, and consumer market development. A four-dimensional analytical framework of “policy coordination, industrial integration, talent support, and consumption guidance” is constructed. On this basis, combined with practical explorations in China’s Beijing-Tianjin-Hebei region and Sichuan Province, this paper proposes systematic pathways for promoting the integration of wellness and elderly care resources, the joint establishment of standards, and the co-development of markets. The research indicates that different regions in China should leverage their own resource endowments, draw on international experiences, and build regional characteristic models for the integrated development of wellness and elderly care, thereby providing strong support for the implementation of the Healthy China strategy.
