数字包容视角下政企社协同治理与价值共创研究——以蚂蚁“蓝马甲行动”为例
Research on Collaborative Governance and Value Co-Creation from the Perspective of Digital Inclusion—A Case Study of the “Blue Vest Action”
摘要: 随着我国人口老龄化与数字化转型的交汇,老年群体面临着严峻的“数字鸿沟”挑战。如何帮助老年人跨越数字鸿沟,成为全社会关注的重大公共治理议题。本文以蚂蚁公益基金会发起的“蓝马甲行动”为案例,基于协同治理理论与价值共创理论,深入剖析了在该项目数字助老领域的创新实践。研究发现,“蓝马甲”构建了“政府搭台–企业赋能–社会织网”的政企社多元协同治理模式,并通过技术与服务双轮驱动,实现了从“数字接入”到“数字包容”的跨越。同时,项目创新性地培育了“银龄互助”模式,促使老年人从单向的受助者转变为积极的施助者,实现了公益价值的深度共创。本文总结了该模式的成效和面临的挑战,为优化数字化时代的慈善助老服务体系提供了对策建议,为构建老龄友好型社会提供了可复制的经验。
Abstract: With the intersection of population aging and digital transformation in China, the elderly face the severe challenge of the “digital divide”. How to help the elderly bridge the digital divide has become a major public governance issue of widespread societal concern. Taking the “Blue Vest Action” initiated by the Ant Foundation as a case study, this paper deeply analyzes the project’s innovative practices in the field of digital assistance for the elderly, based on the theories of collaborative governance and value co-creation. The study finds that the “Blue Vest Action” has constructed a multi-agent collaborative governance model involving the government, enterprises, and society—characterized by “government platform-building, enterprise empowerment, and social networking”. Driven simultaneously by technology and services, it has achieved a leap from “digital access” to “digital inclusion”. Furthermore, the project has innovatively cultivated a “silver-age mutual assistance” model, empowering the elderly to transform from passive recipients to active service providers, thereby realizing the deep co-creation of philanthropic value. Finally, this paper summarizes the effectiveness and current challenges of this model, provides countermeasures for optimizing the philanthropic assistance service system for the elderly in the digital age, and offers replicable experience for building an age-friendly society.
