粤港澳大湾区民办应用型高校创新创业教育绩效评价体系的构建与应用——基于创新驱动视角
Construction and Application of a Performance Evaluation System for Innovation and Entrepreneurship Education in GBA Private Applied Universities—Based on the Perspective of Innovation-Driven Development
摘要: 针对粤港澳大湾区民办应用型高校双创教育高质量发展需求,本研究基于创新驱动视角,以CIPP综合绩效评价模型为框架构建了专项绩效评价体系,结合层次分析法与2021~2024年网络调查数据,对20所目标高校的创新创业教育绩效开展实证测度。研究发现,大湾区民办应用型高校双创教育虽取得一定成效,但仍存在突出问题。基于此,本研究提出打造“三融合”目标体系、构建“三联合”闭环机制、推动“三对接”协同环境及重构评价体系与知识生产逻辑等发展路径,旨在破解民办应用型高校双创教育生态系统失衡难题,推动其从规模扩张向质量提升战略转型,实现与大湾区创新经济的深度融合。
Abstract: In response to the high-quality development needs of entrepreneurship and innovation education in private application-oriented universities in the Guangdong-Hong Kong-Macao Greater Bay Area (GBA), this study, based on the perspective of innovation-driven development, constructed a special performance evaluation system using the CIPP comprehensive performance evaluation model as the framework. Combining the analytic hierarchy process and the online survey data from 2021 to 2024, this study conducted an empirical measurement of the performance of entrepreneurship and innovation education in 20 target universities. The research found that although the entrepreneurship and innovation education in private application-oriented universities in the Greater Bay Area has achieved certain results, there are still prominent problems. Based on this, this study proposed development paths such as creating a “three integration” target system, constructing a “three collaboration” closed-loop mechanism, promoting “three connections” collaborative environment, and reconfiguring the evaluation system and knowledge production logic, aiming to solve the imbalance problem of the entrepreneurship and innovation education ecosystem in private application-oriented universities, promoting their strategic transformation from scale expansion to quality improvement, and achieving deep integration with the innovative economy in the Greater Bay Area.
