摘要: 在全面推进乡村振兴、加快建设农业强国的时代背景下，林业经济作为农村绿色经济的重要支柱，对推动农村高质量发展、促进农民增收致富、筑牢乡村生态安全屏障具有不可替代的作用。发展现代林业经济，必须坚守生态底线，以森林资源高效利用与价值转化为核心，推动林业一二三产业深度融合，不断拓宽农村经济增长渠道。持续深化集体林权制度改革，推动资源变资产、资金变股金、林农变股东，切实增加林农财产性收入。规范经营权有序流转，稳步推进集体林地市场化配置，激发林业发展内生动力。以城乡融合发展为契机，引导科技、人才、资本等现代要素向林区下沉，依托数字化、智能化技术改造提升传统林业，构建生态优先、产业兴旺、效益多元的现代林业发展格局，为农村可持续发展与共同富裕提供坚实支撑。

Abstract: Against the background of comprehensively promoting rural revitalization and accelerating the construction of a strong agricultural country, forestry economy, as an important pillar of the rural green economy, plays an irreplaceable role in promoting high-quality rural development, increasing farmers’ income, and building a strong rural ecological security barrier. Developing the modern forestry economy must adhere to the ecological bottom line, take the efficient utilization and value transformation of forest resources as the core, promote the in-depth integration of primary, secondary and tertiary forestry industries, and continuously broaden the channels of rural economic growth. We will continue to deepen the reform of the collective forest right system, turn resources into assets, funds into shares, and foresters into shareholders, and effectively increase the property income of foresters. We will standardize the orderly transfer of management rights, steadily promote the market-oriented allocation of collective forestland, and stimulate the endogenous driving force for forestry development. Taking the integrated urban-rural development as an opportunity, we will guide modern factors such as technology, talents and capital to sink to forest areas, transform and upgrade traditional forestry by relying on digital and intelligent technologies, and build a modern forestry development pattern featuring ecological priority, industrial prosperity and diversified benefits, so as to provide solid support for sustainable rural development and common prosperity.
