Research on the Protection and Activation Utilization of Traditional Chinese Medicine Intangible Cultural Heritage in Heilongjiang Province

摘要: 目的：本文旨在探讨黑龙江省中医药非物质文化遗产保护与活化利用路径，破解非物质文化遗产传承发展瓶颈。方法：采用文献梳理、政策分析法，系统梳理黑龙江省中医药非遗资源、政策体系及保护现状，剖析现存核心问题并结合区域发展战略提出对策。结果：黑龙江省现有29项省级中医药非物质文化遗产，形成6大类别与“一核多点”分布格局，当前存在数字化保护滞后、资金投入不足、品牌传播薄弱、成果转化不畅等问题。结论：应从六大维度协同发力，构建“以用促保、以产养遗”发展模式，推动寒地中医药非遗高质量发展，该实施框架可为全国中医药非遗的系统性保护与活化利用提供普适性借鉴。

Abstract: Objective: This paper aims to explore the paths for the protection and activation utilization of traditional Chinese medicine (TCM) intangible cultural heritage in Heilongjiang Province, and solve the bottlenecks in the inheritance and development of intangible cultural heritage. Methods: Using literature review and policy analysis, this study systematically sorts out the resources, policy system and current protection situation of TCM intangible cultural heritage in Heilongjiang Province, analyzes the core existing problems, and puts forward countermeasures combined with regional development strategies. Results: There are 29 provincial-level TCM intangible cultural heritage items in Heilongjiang Province, forming 6 major categories and a “one core, multiple points” distribution pattern. At present, there are problems such as lagging digital protection, insufficient capital investment, weak brand communication and poor achievement transformation. Conclusion: Coordinated efforts should be made in six dimensions to build a development model of “promoting protection through utilization and supporting heritage through industry”, so as to promote the high-quality development of TCM intangible cultural heritage in cold regions. This implementation framework can provide universal reference for the systematic protection and activation utilization of TCM intangible cultural heritage nationwide.
