数字经济赋能河北省新就业形态人员社会保障制度创新路径研究

A Study on Pathways for Innovation in the Social Security System for Workers in New Forms of Employment in Hebei Province, Driven by the Digital Economy

摘要: 平台经济快速发展催生海量新就业形态从业者，传统以固定劳动关系为基础的社会保障制度难以适配新业态用工特征。当前河北省新就业形态群体规模持续扩大，但存在劳动关系认定模糊、参保率偏低、权益碎片化、跨区域衔接不畅等现实难题。数字经济凭借大数据、区块链、智能算法等技术优势，为破解社保制度困境、推进制度创新提供全新抓手。本文结合河北省新就业形态发展现状与社保运行痛点，剖析数字经济赋能社保体系的内在逻辑，探索数字化转型下社会保障制度创新路径，提出针对性优化对策，以期完善河北省新就业形态人员社会保障体系，助力民生保障与数字经济协同发展。

Abstract: The rapid development of the platform economy has given rise to a vast number of workers in new forms of employment, yet traditional social security systems—which are based on fixed employment relationships—struggle to adapt to the characteristics of these new employment models. Currently, the size of the workforce engaged in new forms of employment in Hebei Province continues to expand; however, practical challenges remain, including ambiguity in the determination of employment relationships, low insurance coverage rates, fragmented rights and benefits, and poor cross-regional coordination. Leveraging technological advantages such as big data, blockchain and intelligent algorithms, the digital economy offers a novel approach to resolving the challenges facing the social security system and driving institutional innovation. This paper analyses the current state of new employment forms in Hebei Province and the pain points in the operation of the social security system. It examines the underlying logic of how the digital economy can empower the social security system, explores pathways for institutional innovation in the context of digital transformation, and proposes targeted optimisation measures. The aim is to improve the social security system for workers in new employment forms in Hebei Province and to facilitate the coordinated development of social welfare and the digital economy.
