新形势下云南省取水许可制度的认识与思考
Perspectives and Reflections on the Water Withdrawal Permit System in Yunnan Province under the New Situation
摘要: 本研究以水资源刚性约束制度为政策遵循,基于2022~2025年云南省98件省级取水许可审批案例的分类统计,系统评估取水许可制度在落实“以水定城、以水定地、以水定人、以水定产”理念、衔接刚性约束考核、支撑水利工程协同与生态管控等方面的运行成效与适配短板。结果表明,现行制度在业务类型上已覆盖项目建设与运营的全生命周期,审批完成率与材料齐全率呈逐年上升态势,但在审批权配置与水资源禀赋空间错配、水利工程全生命周期管理断裂、生态约束闭环监管缺位、数字化治理与基层执行情境适配偏差等方面仍存在较为突出的问题。结合云南省高原跨境、工程性缺水、多民族聚居三大治理特征,从差异化动态审批、工程联动协同、生态约束闭环、数字化与基层适配四个维度提出优化路径,可为同类地区水资源精细化管理提供参考。
Abstract: This study takes the water resources rigid constraint system as the policy framework. Based on a classified statistical analysis of 98 provincial-level water abstraction permit approval cases in Yunnan Province from 2022 to 2025, it systematically evaluates the operational effectiveness and adaptive shortcomings of the water abstraction permit system in implementing the principle of “determining urban development, land use, population-, and industrial layout by water resources”, aligning with rigid constraint assessments, and supporting water conservancy project coordination and ecological regulation. The results indicate that the current system already covers the full life cycle of project construction and operation in terms of business types, with approval completion rates and document completeness rates showing year-on-year improvement. Prominent deficiencies remain in several areas: spatial mismatch between approval authority allocation and water resource endowment, fragmentation in full-life-cycle management of water conservancy projects, absence of closed-loop supervision for ecological constraints, and discrepancies between digital governance and grassroots implementation contexts. Integrating the three major governance characteristics of Yunnan Province—plateau trans-boundary rivers, engineering-induced water scarcity, and multi-ethnic habitation—this study proposes optimization pathways across four dimensions: differentiated dynamic approval, engineering linkage and coordination, closed-loop ecological constraints, and digitalization adapted to grassroots conditions. The findings may provide a reference for the refined management of water resources in similar regions.
