公共卫生硕士教学案例库评价指标体系的构建

摘要: 目的:构建科学、系统且可操作的公共卫生硕士(MPH)教学案例库评价指标体系,以解决当前MPH案例库建设标准缺失、质量参差不齐的难题,推动我国专业学位研究生教育高质量发展。方法:采用文献分析法梳理国内外相关研究与政策,构建初始指标池;运用德尔菲法对MPH教育相关领域的22位专家进行两轮咨询,筛选并确定指标体系;采用层次分析法确定各级指标权重。结果:最终构建了包含4个一级指标、15个二级指标和41个三级指标的MPH教学案例库评价指标体系。其中,“案例内容质量”权重最高(0.40),其次是“教学设计与应用价值”(0.30)。结论:该评价体系紧扣MPH核心能力培养目标,兼具科学性与实用性,可为高校MPH案例库的规划、建设、评估及持续改进提供标准化依据,对提升公共卫生高层次人才培养质量具有重要的理论与实践意义。
Abstract: Objective: To construct a scientific, systematic, and operable evaluation index system for the teaching case library of Master of Public Health (MPH), in order to solve the problem of the lack of construction standards and uneven quality of MPH case libraries, and promote the high-quality development of professional degree graduate education in China. Method: Literature analysis was used to review relevant research and policies at home and abroad, and an initial indicator pool was constructed; Using the Delphi method to conduct two rounds of consultation with 22 experts in the field of MPH education, screen and determine the indicator system; Use Analytic Hierarchy Process to determine the weights of indicators at all levels. Result: an MPH teaching case library evaluation index system was ultimately constructed, which includes 4 primary indicators, 15 secondary indicators, and 41 tertiary indicators. Among them, the weight of “case content quality” is the highest (0.40), followed by “teaching design and application value” (0.30). Conclusion: This evaluation system closely adheres to the core competency training objectives of MPH, combining scientific and practical aspects. It can provide standardized basis for the planning, construction, evaluation, and continuous improvement of MPH case libraries in universities, and has important theoretical and practical significance for improving the quality of high-level talent training in public health.
