数字化赋能社区嵌入式养老：实践价值、现实困境及优化路径

Digital Empowerment of Community Embedded Elderly Care: Practical Value, Realistic Dilemmas and Optimization Paths

摘要: 在当前数字技术深度融入城市基层治理和人口老龄化进程持续加快的双重背景下，数字化转型成为破解城市社区嵌入式养老发展瓶颈、提升养老治理效能的核心路径。本文将以技术–社会互动理论为分析框架，立足数字化赋能的背景，阐释当前数字化赋能城市社区嵌入式养老的实践价值，剖析其存在的数字基础设施不完善、数字鸿沟、供需错位、责任不清、人才匮乏等现实问题，并从数字基建完善、需求适配优化、权责界定清晰、安全治理强化、人才培育加强等方面提出针对性的优化路径，以期推动社区嵌入式养老数字化、精细化、高效化发展，完善城市养老服务体系，提升城市基层治理现代化水平。

Abstract: Against the dual backdrop of the in-depth integration of digital technology into urban grassroots governance and the continuous acceleration of population aging, digital transformation has become the core path to break through the development bottlenecks of urban community embedded elderly care and improve the efficiency of elderly care governance. Adopting the technology-society interaction theory as the analytical framework, this paper, based on the context of digital empowerment, expounds the practical value of digitally empowered urban community embedded elderly care. It analyzes practical problems such as imperfect digital infrastructure, prominent digital divide, supply-demand mismatch, unclear division of responsibilities and shortage of professional talents. Targeted optimization paths are proposed from the aspects of improving digital infrastructure, optimizing demand adaptation, defining power and responsibility boundaries, strengthening security governance, and reinforcing talent training. It is expected to promote the digital, refined and efficient development of community embedded elderly care, optimize the urban elderly care service system, and further elevate the modernization level of urban grassroots governance.
