医养结合养老机构的运营困境与成本管控路径

摘要: 随着我国人口老龄化进程持续加快，老年群体对医疗与养老融合服务的刚性需求日益迫切。在此背景下，医养结合作为国家应对人口老龄化的重要举措，相关扶持政策持续推进，医养结合养老机构成为破解老年群体养老难、看病难的重要载体。当前我国医养结合养老机构面临服务协同不畅、人员管理困难、运营效率偏低等运营困境，同时存在成本管控意识薄弱、核算不规范、结构不合理等问题，制约机构可持续发展。本文结合相关理论与行业实际，剖析机构运营特征与成本构成，针对性提出运营优化策略，并构建聚焦实操的成本管控路径，期望能够为医养结合养老机构破解成本压力、提升服务品质提供实践指引，助力医养结合模式高质量发展。

Abstract: With the accelerating process of population aging in China, the rigid demand of the elderly for the integration of medical care and pension services is increasingly urgent. In this context, the combination of medical care and pension, as an important measure of the country to deal with the aging of the population, and the relevant supporting policies continue to be promoted. The combination of medical care and pension institutions has become an important carrier to solve the difficulties of providing for the elderly and seeing a doctor. At present, China’s medical and pension institutions are facing operational difficulties such as poor service coordination, personnel management difficulties, and low operating efficiency. At the same time, there are problems such as weak awareness of cost control, nonstandard accounting, and unreasonable structure, which limit the sustainable development of institutions. Combined with relevant theories and industry practice, this paper analyzes the operation characteristics and cost composition of institutions, puts forward targeted operation optimization strategies, and constructs a cost control path focusing on practice, hoping to provide practical guidance for solving the cost pressure and improving the service quality of medical and elderly care institutions, and help the high-quality development of medical and elderly care mode.
