数字鸿沟对文旅产业公共服务均等化的 影响研究——基于城乡收入差距的中介效应

A Study on the Impact of the Digital Divide on the Equalization of Public Services in the Culture and Tourism Industry—Based on the Mediation Effect of the Urban-Rural Income Gap

摘要: 在数字中国建设和文旅融合高质量发展背景下，数字鸿沟对文旅产业公共服务均等化的影响亟待检验。本文基于2011~2024年中国30个省级行政区面板数据，采用熵值法测度文旅产业公共服务均等化水平，运用区位熵法测算数字鸿沟，并通过双向固定效应模型、中介效应模型和门槛模型展开实证分析。研究发现，数字鸿沟显著抑制文旅产业公共服务均等化，稳健性检验后结论依然成立；城乡居民收入差距发挥中介作用；东部、中部和西部地区存在区域差异；门槛模型结果发现，数字鸿沟的影响具有阶段性特征，数字发展跨过一定门槛后，其抑制作用转向促进作用。本文为缩小数字鸿沟、优化文旅公共服务供给、推进城乡公共服务均衡发展提供经验证据。

Abstract: Against the backdrop of Digital China construction and the high-quality integration of culture and tourism, the impact of the digital divide on the equalization of public services in the cultural and tourism industry requires further examination. Based on panel data from 30 provincial-level regions in China from 2011 to 2024, this study employs the entropy method to measure the level of equalization of public services in the cultural and tourism industry and applies the location entropy method to estimate the digital divide. A two-way fixed effects model, mediation effect model, and threshold model are further adopted for empirical analysis. The results indicate that the digital divide significantly inhibits the equalization of public services in the cultural and tourism industry, and the conclusion remains robust after robustness tests. The urban-rural income gap plays a mediating role. Regional heterogeneity exists across eastern, central, and western China. Threshold model results further show that the impact of the digital divide exhibits stage characteristics. After digital development crosses a certain threshold, the inhibitory effect gradually turns into a promoting effect. This study provides empirical evidence for narrowing the digital divide, optimizing the supply of public cultural and tourism services, and promoting balanced urban-rural public service development.
